  CHAIR MACLEAN called the meeting of the House Economic Task                  
  Force to order on April 14, 1993, at 5:00 p.m.  She                          
  circulated a list of interim working groups, utilizing the                   
  same group breakdown as was used in the Mini-Summit, and                     
  asked each member to choose two or three:  Small Business,                   
  Subsurface Resources, Mining, Oil and Gas, Fisheries, Rural                  
  Development, Timber, Government Regulation and Operation,                    
  Tourism and Transportation.

  REPRESENTATIVE GREEN asked if the group categories could be                  
  changed later.                                                               
                                                                               
  CHAIR MACLEAN replied that if any group proved to be too                     
  cumbersome or too time-consuming, it could be broken down                    
  into smaller categories, stating each work group would be                    
  given a packet of materials received by the Task Force to                    
  date.  She added that she would like to have one or two more                 
  public hearings and wanted the House Task Force to develop a                 
  set of recommendations for the Joint Task Force to consider                  
  submitting to the Legislature next year.

  REPRESENTATIVE GREEN asked if the House Task Force would                     
  work jointly with the Senate Task Force, or if they would                    
  work separately and combine ideas later.                                     
                                                                               
  CHAIR MACLEAN replied that the Senate Task Force would                       
  probably accept the House Task Force's recommendations,                      
  explaining the Senate Task Force had no budget and the House                 
  Task Force did, which she planned to reserve for two or                      
  three full Task Force meetings, probably in Anchorage and                    
  also some remote sites, during the interim.                                  
                                                                               
  CHAIR MACLEAN stated that the Legislative Legal Council had                  
  informed her the Task Force could not co-sponsor bills but                   
  could sponsor their own original legislation, but the Task                   
  Force would track the bills discussed for co-sponsorship                     
  through next session and supply input, testimonies and                       
  recommendations.

  REPRESENTATIVE VEZEY handed out copies of a committee                        
  substitute for a piece of legislation which the Task Force                   
  had voted to sponsor, CSHB 228(STA), stating the bill would                  
  not be passed this year but would be "on the front burner"                   
  at the beginning of next session.  He summarized the main                    
  concerns and changes, including deletion of administrative                   
  evaluation of the cost of doing business with out-of-state                   
  firms and changing Alaska bidder's preference from 5% to 7%,                 
  and altering the Alaskan hire practices section due to                       
  constitutional concerns.
